During the early 90’s, there were growing observations of a deteriorating sense of responsibility among UP constituents which intensified into a serious allegation that the University has lost its soul. As a response, then President Emil Q. Javier institutionalized the Ugnayan ng Pahinugod/Oblation Corps (UPOC) as an action-oriented, system-wide program aimed to reinvigorate UP’s commitment to selfless service to the Filipinos.
It was primarily conceived as a leadership and civic values development program which utilized community engagement as its vehicle of instruction.
In the last 27 years, the UPOC-UP Los Banos has continuously provided various volunteer service opportunities for over 5,000 students, staff and alumni while assisting more than 20,000 individuals in remote areas and from marginalized sectors.
Today, Pahinungod maintains various programs in educational enhancement, environmental management, technical assistance, disaster resiliency, and sectoral development and remain an integral principal public service arm of UP Los Baños.

The UPLB Ugnayan ng Pahinungod is under the Office of the Chancellor. Pahinungod is composed of two sections namely, the Administrative Section and the Programs Section. The Administrative Section handles all the administrative duties of the office, from paperworks to logistical needs for the implementation of the programs of the office. The Programs Section is further subdivided into two – the Institutional Programs Section, which caters to the UP constituents, and the Community Programs Sections, which caters to the partner communities.
